Objectives of the Course This course is designed to introduce key concepts and theoretical tools used in the field of public administration.
Course Content (i) forms of government and political systems; (ii) the role of executives and the significance of political leadership; (iii) the role of assemblies or legislatures and their varying impact on policy-making; (iv) the relationship between politics and law with a focus on the role of the judiciary; (v) the processes of public policy with a particular focus on the role of bureaucracy and its links with other actors through policy networks.

Course Learning Outcomes: Upon the successful completion of this course, students will be able to:

1 Understand the nature and scope of public administration both as a field of study and as professional practice, including related career paths;
2 define and explain key concepts used in the field of public administration including state, civil society, government, political regimes, institutions, policy, bureaucracy, governance, good governance, rule of law, public value and services;
3 acquaint with the three branches of government: namely, the legislative, executive and judiciary by focusing on their structure, functions and influence on public policy making;
4 demonstrate a basic understanding of the process of public policy-making and make sense of some of the administrative practices in Turkey;
5 identify new approaches to public administration with a focus on ‘new public management’ theories.
